Serafina’s hardest decision had nothing to do with Nolan or Victor.

Her lawyers gave her three options.
She could continue the internal investigation.
She could provide records only in response to formal subpoenas.
Or she could place the entire benefit fund under independent control, disclose the questionable transfers to regulators and affected stakeholders, and authorize unrestricted review of every related transaction.
The third option carried enormous risk.
Bellandi Development could lose lenders.
Legitimate contracts might be canceled.
The benefit fund could face temporary administrative restrictions.
Public scrutiny could expose years of family governance that Serafina had spent her career keeping private.
It could also raise questions about people unrelated to Victor’s scheme.
Her senior capos told her to keep the matter inside.
One said:
“The money can be restored.”
Serafina looked at him.
“That’s not the point.”
“No widow lost a payment.”
“Yet.”
“We can fix the accounting.”
“That isn’t accountability.”
He lowered his voice.
“You’re going to damage every clean business because Victor got desperate.”
Serafina thought about Leo face-down in the grass.
About Mia being shoved for trying to help him.
About adults intercepting complaints because family hierarchy said problems stayed private.
Same structure.
Different harm.
Silence above scrutiny.
“Open it.”
Her attorney looked at her.
“Everything?”
“Everything relevant.”
“Once it’s outside our control—”
“I know.”
She authorized an independent trustee to assume temporary control of the Employee Security Fund.
External auditors received full access.
Relevant irregularities were disclosed through proper regulatory channels.
Serafina temporarily stepped away from direct fund oversight to eliminate any claim she was shaping the outcome against Victor.
The consequences were immediate.
A lender froze a Bellandi Development credit line.
Two institutional partners requested explanations.
The stalled luxury project lost its remaining financing.
Its value fell sharply.
Victor accused Serafina of destroying millions to prove a point.
She answered:
“You risked money meant for injured workers to save your project.”
The outside review found the fabricated reserve letters within seventy-two hours.
All trails appeared to end with Nolan.
Electronic signatures.
Executive credentials.
Certifications.
Personal acknowledgments.
For one full day, even Serafina’s lawyers believed Nolan might be the primary financial wrongdoer.
Then the independent forensic team examined the original device records.
Five of the six false letters had been created on a desktop assigned to Victor.
The sixth was created on his personal laptop.
